Project/Position Introduction
The Vice President, Assessments and Appeals Solutions is a leadership position responsible for advancing the growth of MAXIMUS in these key markets on a global basis.
Overview
This individual contributor will collaborate with cross functional teams that may include the following in-house or contracted staff: business analysts, market assessment specialists, technologists, policy and program subject matter experts, business development, pricing, human capital, proposal writers and capture management to achieve growth goals related to our solution offerings for work related to Assessments and Appeals.
Definition of Assessments and Appeals: This refers to work associated with government appeals opportunities (e.g., analogous to the US Federal Medicare program), or other nations' appeals related to benefits eligibility and coverage decisions managed through various departments. In the UK these would be through Tribunals run through Her Royal Majesty's Courts and Tribunals Service. In other jurisdictions, appeals are administered through various bodies. Assessments work may include government assessments outsourced for benefits eligibility for disability benefits, long term care and various other functional or capacity assessed benefits. This may also include commercial/non-governmental assessments including Occupational Health, insurance claims, workers' compensation claims, and other health or non-health related assessments that determine eligibility for benefits. Assessments and Appeals is a global offering and as such we endeavor to have where practicable standardized systems, business processes, management information and pricing. This is an ambitious goal but should underlie all decision-making.
Assessments and Appeals are different markets and have differing business processes. However, their core solutions should be similar (i.e., there are certain common functions, such as recruiting and credentialing health care professionals, appointment scheduling and management, file preparation and triage) and it is expected that we would strive to have a solution framework that supports both business offerings and optimizes common elements.We have existing solutions in place, and it would be a fundamental requirement to assess our current solutions working very closely with existing operational leadership, capture and solution development resources, and technology staff - to determine their relevance for the future. To be clear, this role is highly collaborative in nature, as it requires close working relationships with current operations, management, business development, and technology staff to comprehensively understand our current offerings, customers, competitors, and markets and from this (as discussed below) develop a comprehensive strategy or road map to optimally leverage existing capabilities, and strategically invest in new capabilities, to meet emerging market needs and sustain long-term growth in Assessments and Appeals.
Responsibilities
As a thought leader, strategist, and proven leader of teams, the successful candidate will be principally responsible for: (1) the analysis and development of market segment solution strategies for the Assessments and Appeals (A&A) business on a global basis (that acknowledge and reflect current markets and solution offerings); (2) development of a comprehensive strategy to achieve growth in the A&A business in new geographic and customer (e.g., department, agency) markets and the introduction of our capabilities into adjacent markets; and, (3) execution of the strategy in collaboration with other MAXIMUS stakeholders to achieve profitable growth (e.g., IT, business development, P&L owners). In doing so, this individual will oversee the creation and maintenance of our A&A library of capabilities, technologies and processes (a.k.a, solution assets).
Working closely with operational leads and technology staff, we expect the successful candidate will develop an understanding of existing projects involving A&A across MAXIMUS business segments and geographies. In doing so, he/she will analyze existing projects and programs, supporting technology solutions, business processes and workflows, supply chain and vendor relationships, and human capital solutions. From this, with particular attention to the solution assets needed to address identified market needs, he/she will recommend areas of commonality and investments to further solution development in a coherent fashion and on a global basis.
This Vice President therefore oversees the design and development of the A&A global solutions road map and investment strategy. This will involve cooperation with internal and external resources, and seeks to ensure that our resources are prioritized to develop solution assets and offerings with the greatest possible market applicability.
Finally, the Vice President will support business unit and geographic A&A sales and marketing efforts. This will involve market assessment, opportunity identification, participation in sales and marketing presentations, RFP assessment, bid/no-bid decision support, and support in the capture and proposal process for key bids.
In summary, the Vice President, Assessments and Appeals Solutions will:
Define the key aspects of our solution offerings for the A&A market;
Size the addressable market or presently unaddressed white space;
Define the go to market strategy to address white space;
Assess the competition;
Size potential revenue;
Collect and prioritize development and enhancement requirements for current and new solution assets;
Build the business case for solution investments required;
Define pricing and contract requirements to support execution;
Determine essential partner relationships;
Ensure adequate staffing to meet plans;
Develop and oversee budget required for execution;
Build value proposition for sales and business development teams;
Oversee sales material development and support;
Provide pre-sales support and support through the capture process;
Monitor all customer engagements to ensure quality delivery, in conjunction with operations leadership and management; and,
Manage company-level partner relationships.
The Ideal Candidate will Possess the Following Additional Education and Experience
Bachelor's Degree (preferred fields of study include Engineering, Math, Computer Science but consideration given to liberal arts degrees that precede meaningful business, product management or marketing experience); MBA strongly preferred.

years of experience with business process outsourcing in the health sector, with particular emphasis on solution sets based on case management and/or customer relationship management (CRM) platforms.
5 +years of government services or government experience at the State or Federal Levels either as a public sector employee or serving public sector customers.
Technical Applications Knowledge. Knowledgeable about technical capabilities and applications and how they support the customer.
Analytical Ability & Intelligence. Ability to identify and analyze what is important and recognize the depth of analysis needed. Ability to interpret and synthesize issues in order to draw conclusions.
Bias Toward Action. Eager to set and hit aggressive deadlines and deliver value within the business.
Business Savvy. Knowledgeable about functional elements, which are important for business profitability. Able to 'talk business' at high levels. Marketing analysis, strategy development, and marketing communications experience preferred. Ability to create business plans for existing and new business opportunities.
Commercial Skills. Deep knowledge about the markets and applications in which MAXIMUS services add value and demonstrated ability to effectively capture value. Ability to work with customers to enable execution of strategic goals and achieve the highest levels of service. Knowledge of and ability to apply value pricing techniques.
Communications & Presentation Skills. Ability to engage with clients and the organization in a manner that is timely, relevant and appropriate to the environment.
New Business Mindset. Ability to use knowledge of MAXIMUS capabilities to seek out and identify opportunities where MAXIMUS can provide solutions to customers' needs.
