Transportation Security Specialist

This Transportation Security Specialist (TSS) position is located in the Regional Operations Center (ROC), Compliance Division, within Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Typical assignments include but are not limited to:
Conducting airport assessment, air carrier inspections, and cargo inspections to identify vulnerabilities to aviation security. Tracking vulnerabilities at high risk airports to monitor progress and working with TSA representatives to develop mitigation strategies. Investigating carrier and cargo security violations and recommending corrective enforcement actions. Developing visit schedules in accordance with the TSA risk methodology. Conducting air cargo compliance and enforcement activities of domestic and international carriers outside the U.S. Preparing in-depth briefing papers, speeches, issue papers, discussion points, memoranda, and other documents; and conducting briefings for senior leadership in TSA and DHS that address complex and potentially controversial transportation security initiatives and issues that may impact key programs and TSA's strategic goals and objectives. Leading and participating on internal and external working groups and teams to address specific issues or tasks having broad national and international implications. Preparing complex reports on foreign airport assessments and communicating results of onsite visits to foreign airports to senior leadership. Collaborating with foreign governments to implement changes in aviation security measures to mitigate vulnerabilities and to meet TSA standards. Providing analysis of international aviation security standards (including cargo), programs, and issues. Serving as a consultant in advising leadership on policy developments and actions for international aviation security and cargo activities that have the potential to impact U.S. transportation security objectives, security research, and development programs. Maintaining familiarity with domestic aviation security and cargo security programs and requirements. Maintaining a current knowledge of sensitive political and security related issues within assigned area of responsibility. Coordinating effectively with representatives of host nations on foreign airport analyses, assessments, and resolving transportation security matters effectively. Acting as contributor or team lead for projects within a defined area of responsibility. When serving as team leader, monitoring and reporting on the status and progress of work, and ensuring technical quality and adherence to standards. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Conducting air carrier or cargo inspections to identify vulnerabilities and develop mitigation strategies; AND Applying U.S. laws, regulations, acts, executive orders, or agreements that govern aviation security work to conduct U.S. and foreign air carrier inspections; AND Applying international transportation security standards, policies, and programs of the International Civil Aviation Organization (ICAO), including Annex 17 Standards to provide policy guidance on transportation security issues. NOTE:
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime National Service Experience (i.e., volunteer experience):

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
