As a Program Manager (Science Publishing Network Chief) within the Office of Communications and Publishing, some of your specific duties will include:
Serving as key advisor on publishing issues, staffing, budget, finance, administration, strategic planning, customer relations, and day to day operations of the Science Publishing Network. Providing national leadership to the Science Publishing Network (SPN). Providing leadership, strategic direction and vision to the program through review, analysis, coordination, monitoring and long-term planning of the Bureau's Science Publishing activities. Ensuring the publishing program supports the USGS scientific mission and is driven by and consistent with the science requirements of the bureau including USGS Fundamental Science Practices. Developing and implementing strategies for researching and implementing new publishing technologies to ensure production efficiencies and that customer needs are met. Applicants must meet the following to qualify for the GS-15 level:
Must possess 1-year of specialized experience equivalent to the GS-14 grade level in the Federal service. Examples of such experience may include:
leading, planning, organizing, and promoting the success of complex and special management programs and evaluations; providing analysis, interpretation, and documentation on complex and novel program issues, performing supervisory functions for a group of employees, serving as a representative on boards and committees to identify, develop, and disseminate key scientific understandings, concepts, and practices, and evaluating budgetary goals and measures; applying experience in scientific publishing programs; providing leadership in the development and planning of fee-for-service publishing programs; and developing strategies for researching and implementing new publishing technologies. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
