Program Specialist

This Program Specialist position is located in the LE/FAMS Law Enforcement Federal Air Marshal Service (LE/FAMS), Field Operations Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Provides administrative oversight, or serves as program or team lead, for medium to large-size programs with minimal supervisory oversight. Work directly impacts major program objectives of the immediate organization. Establishes objectives, and plans and schedules activities and milestones. Identifies resources required to fulfill program goals. Tracks and controls schedules to ensure timely completion of work; reviews results/work products for compliance with applicable regulations, issuing recommendations for correction. Work progress and efficient use of resources are typically reviewed by the supervisor through status reports and at program milestones or project completion. Interprets policy guidance and consults with managers and employees to explain program requirements and implications for application to sensitive or controversial cases or issues. Assists in identifying and reconciling policies or procedures that are not consistent with underlying statutory or higher authority directives. Develops and maintains an effective program to communicate program policies, processes, and requirements to internal and external stakeholders, partners and personnel. Establishes metrics by which progress and program success are measured. Oversees program performance; conducts analyses to identify areas needing improvement. Prepares and reviews reports and proposals for improvements to systems and processes to improve operational efficiency. Creates status and tracking reports for management, providing detailed analyses of specific elements as requested. Develops standard operating procedures (SOPs), program/project plans and decision papers as required. Develops and/or maintains systems, or databases if applicable, to collect and archive documents and records related to program development and evaluation. It is anticipated that all TSA Headquarters personnel within the Washington, DC metropolitan area will begin relocating to Springfield, Virginia beginning Summer 2020. If you are selected for a Headquarters position currently located in this region, your duty location will change due to the TSA Headquarters Consolidation Plan. Specialized Experience Statement:
To qualify for the SV-H pay band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Developing procedures for assessing the effectiveness of programs and/or administrative processes; and Analyzing programs to identify issues and propose solutions. Specialized Experience Statement:
To qualify for the SV- I pay band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Using a wide range of administrative policies, procedures, and guidelines to plan, carry out, and advise on a wide variety of administrative activities; and Writing procedural documents, standard operating procedures and/or processing guides for a team or organizational unit; and Implementing a system to identify, interpret and track overall program effectiveness; and Managing Human Resources Programs. Note:
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. National Service Experience (i.e., volunteer experience):

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
