Program Analyst (Working Capital Fund)

As a Program Analyst within the Office of Budget and Performance some of your specific duties will be:
Serves as Working Capital Fund (WCF) Program Manager for providing senior level interpretation of OMB and DOI policy, guidance, direction, and assistance on planning and execution of the WCF authorities across all USGS. Serves as lead representative for WCF process improvement activities, and present briefings to the USGS senior leadership. Reviews and analyzes WCF business processes and policies that can be made more efficient thru use of semiautomated tools or policy changes. Assemble and analyze information from various WCF components and data sources to prepare detailed reports that establish observations, findings, recommendations and communicate results to USGS senior leadership team to aide their decision making. Initiates studies of the WCF components for the purpose of assessing the effectiveness and management of the funding authority. Reviews and analyzes WCF data to identify more effective strategies for utilizing the WCF authority and provides recommendation to the USGS senior leadership on alternative methods to funding bureau-wide capital requirements with the WCF. Prepares the WCF annual budget, establishes budgetary fund controls, provides input to DOI, OMB and congressional reporting requirements, and presents quarterly financial report to USGS senior leadership team. Applicants must meet the following to qualify for the GS-14 level:
One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-13 level in the Federal service. Examples of GS-13 level work may include:
formulating complex programs; conducting complex studies on assembly analysis, and interpretation of data; planning, organizing, completing several complex project assignments requiring coordination of work; and utilizing administrative/financial data systems. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
