Program Analyst

This Program Analyst position is located in the Field Operations Division, Law Enforcement/Federal Air Marshal Service (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Manages administrative functions for the LE/FAMS Field Operations Division, including:
budget, human resources, training, travel, contract administration, etc. according to administrative and program policies and management directives, procedures, and program requirements. Analyzes, develops, and provides guidance to executive management, unit management and staff on a broad variety of complex government contract matters; serves as the liaison between the contract vendor, contracting officer, and senior management providing high level oversight on budget management, governmental and appropriated laws, and contractual requirements. Provides budgetary support of the LE/FAMS Field Operations budget to include:
Field Operations Headquarters, Field Offices, and Assistant Federal Security Director (AFSD-LE); provides knowledge regarding policy, technical advice for system function, budget tracking, and coordination; executes procurement requests for various LE/FAMS Field Operations entities. Initiates and approves RPAs, and independently coordinates with various stakeholders on Field Operations Division related matters; provides guidance on hiring, salary, new employee negotiations, terminations, promotions, awards, et al. Provides professional and collaborative support to maintain the optimum functioning within the team environment; utilizes contacts within FAMS, TSA and other federal agencies to exchange data, identify practices and assess their operational impacts. Provides advice and guidance to update and/or brief FAMS Field Operations senior leadership on administrative processes and budget progress and provides input on the overall strategic planning for the organization. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (SV-G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex. It is anticipated that all TSA Headquarters personnel within the Washington, DC metropolitan area will begin relocating to Springfield, Virginia beginning Summer 2020. If you are selected for a Headquarters position currently located in this region, your duty location will change due to the TSA Headquarters Consolidation Plan. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Providing a wide range of administrative services in support of one or more of the following program areas:
staffing, compensation, position classification and procurement; AND Working with a wide range of human capital processes and systems to submit a variety of request on behalf of management officials and other agency stakeholders. To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Providing a wide range of administrative services in support of one or more of the following program areas:
staffing, compensation, position classification and procurement; AND Analyzing and/or evaluating human capital processes or administrative operations to identify problems and recommend solutions. OR Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position. ORThree full years of progressively higher level graduate education leading to such a degree. OR LL.M., if related. ORCombining Education and
Experience:
Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. GRADUATE EDUCATION:
Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement. Note:

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience):

You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
